2020 National Online Selection for Grade 12 School Leavers Selection List for 2021 Admission in HEIs

On behalf of the Minister and the Department of Higher Education Research Science and Technology, I, the undersigned, and DHERST Secretary hereby confirm that the following students, published on this official list are 2020 Grade 12 school leavers selected on academic merit at a tertiary institution of their choice. This list is inclusive of students from the December 22nd, 2020 list as well as students offered a spacing through the Admission Pool.

It is mandatory that all selected and continuing students adhere to and comply with the Admission Policy of the institution selected to. Registration information including compulsory tuition fees must be paid by the student and or sponsor prior to the orientation and registration.

Higher Education Loan Program:

The National Government’s Higher Education Loan Program undergraduate category is available to all tertiary students enrolled at registered higher education institutions. Students wishing to apply for the loan this year must complete HEI registration before declaring intent to apply for the HELP.

Tertiary Education Scholarship Assistance Scheme

By virtue of the powers conferred in Section 165 of the Higher Education (General Provisions) Act of 2014 and all other powers enabling my office, I confirm that the Department of Higher Education, Research, Science and Technology will facilitate academic scholarship for these awardees as determined by the terms and conditions for students receiving Tertiary Education Student Assistance Scheme (TESAS) scholarship.

Furthermore, a TESAS holder must at all times behave in a proper manner, abiding by the institutional policies and aspiring to meet expectations of an academic environment where there is order and respect for State authority, state and institutional property, respect for individual rights and freedom provided under the constitution of Papua New Guinea.

    First year students on TESAS scholarship are advised to adhere to the announcements on their National Online Application System (NOAS) MyStatus page for more information about their scholarship components including ticket travel to their selected institutions for registration.

    TESAS TRAVEL

    TESAS categories of AES and HECAS include travel arrangements to the institution from the port of travel as supplied by the student during the NOAS period. TESAS policy specifies that students commute to and from the HEI must be by air or road.

    For all AES and HECAS awardees air travels in 2021, tickets will be issued by the DHERST through Air Niugini or appropriate airline service.

    For AES and HECAS awardees travelling by road to the HEI of study, you will be required to arrange your own travel by road. However, you are requested to produce receipt of your travel expenses to the DHERST through the HEI student services for reimbursement.

    The national government is committed indeed to facilitating access to quality higher education for all eligible and selected students. The Government has therefore committed to investing in the Higher Education Loan Program (HELP). This loan program will future academic years. The Department of Higher Education, Research, Science and Technology will communicate the loan program to the general public, once in effect.

EVALUATION OF 11 PROJECTS COMPLETED IN 2017 AND AWARENESS OF THE PROJECT TEMPLATES

The Circular Letter is to inform higher education institutions (HEIs) that the Monitoring and Evaluation (M&E) team from the Department of Higher Education, Research, Science and Technology (DHERST) will be visiting your institution as part of their 2018 project evaluation exercise from June to August 2018. The purpose of the visit is to evaluate projects funded through the DHERST under the Public Investment Program (PIP) in 2017. The M&E team will meet with your project team. In the 2017 PIP Report to the Department of National Planning and Monitoring (DNPM), DHERST identified 11 projects that have been completed. The M&E exercise will assist in collecting information in relation to key objectives and outcomes achieved through the projects. This information is vital in communicating project achievements to the government and key stakeholders. Furthermore, in our efforts to improve project management and implementation in the higher education sector, the DHERST has introduced Project Templates to be used throughout the project implementation phases. The M&E team will also assist project officers in the HEIs to understand the importance of the project templates and to be able to use them at each phase of the project. The DHERST congratulates your institution for successfully implementing your projects which will contribute to improving access and quality in the sector. IMMEDIATE DISBURSEMENTS OF TESAS FUNDS

My Dear Colleagues I wish to inform you that DHERST management has made a decision to immediately disburse all remaining funds for TESAS irrespective of previous semester acquittals. As you all are aware, TESAS Regulations as guided by the TESAS Handbook requires that all TESAS related funds are disbursed to institutions on semester basis (two times a year) and subject to acquittals previous semester’s funds which are to be submitted and confirmed by the DHERST. In 2018, TESAS acquittals for Semester One including beginning of the Year travels from various HEIs have been significantly delayed. The DHERST management has been concerned that due to non-acquittals, various HEIs will consequentially not receive Semester two TESAS funds on time to pay outstanding bill from Service Provider. As such the DHERST management has made a resolution to disburse all remaining funds for TESAS and if the HEIs have not acquitted previous semester, these HEIs can instead acquit for the full year TESAS expenditure by January 30, 2019. If the DHERST does not receive requested acquittals on time, we will not be able to provide TESAS funds to this Institution. IMPROVEMENTS TO THE NATIONAL ONLINE SELECTION SYSTEM INCLUDING THE ROLL OUT OF NATIONAL ONLINE (COMMON) APPLICATION SYSTEM

Dear Colleagues, SUBJECT: IMPROVEMENTS TO THE NATIONAL ONLINE SELECTION SYSTEM INCLUDING THE ROLL OUT OF NATIONAL ONLINE (COMMON) APPLICATION SYSTEM I would like to inform Leaders of Universities and Higher and Technical Education Institution on the Department of Higher Education, Research, Science and Technology’s (DHERST) efforts to improve the National Online Selection System which includes the roll out of the National Online Application System (NOAS) for Grade 12 School Leavers in 2018. In 2017, the Ministry through the DHERST made efforts to improve transparency, accountability, efficiency and most importantly facilitate the increase in probability of capable and eligible school leavers in being admitted through the National Online Selection System (NOSS). This effort was made also to comply with the mandated function of DHERST under Schedule 1B (m) of the Higher Education (General Provisions) Act 2014. While most stakeholders recognized the achievement of the NOSS through our 2018 result of absorbing 99 percent of good students, we also received valuable feedback from you and thus also recognized the need to continually improve the NOSS. We wish to advise that our support staff have over the last 2-3 months been distributing to your selectors, consultation newsletters which highlight the recent upgrades of the NOSS. Important upgrades include the following functions: 1. Selectors are now able to set multiple quota restrictions based on combination of gender, geographical region, and residential status. 2. Error detection feature is now introduced when selector inputs the entry requirement incorrectly. 3. Smart English Interpretation of entry requirements so selectors can reconfirm selection intent. 4. Selectors are now able to rank respective program selection list via a weighted average wizard tool using a number of data types including: DAT, Total Percentile Ranking, P-STAT scores, and Schools. To further optimize the process of the NOSS (via matching the best applicants with higher and technical study programs), the Ministry made a decision to replace the paper-based School Leaver Application Forms with what will now become the National Online Application System (NOAS). The NOAS will officially open on the 1st August 2018 at http://apply.dherst.gov.pg for Grade 12 Students to apply for further studies to any registered higher education institution for 2019 academic year. Through the NOAS, Grade 12 students enrolled at any registered Secondary School which has submitted their nomination list to the National Department of Education will be able to go to their respective schools and obtain a unique invitation letter allowing each student to apply online. Based on feedback on the NOSS, we have designed the NOAS such that it will provides the following benefits: • More choices - 5 programs to be chosen as preferred by a Grade 12 school leaver. • More information - Each program now has clear and distinctive requirements, preferences and residential options • More time for decision - The online application system is open for 3 months • Programs and exams match - Students application will be matched to chosen program’s exams combinations • Increased chances for admissions through subject combination matching We wish to further inform that during the Secondary Schools Principal’s Conference held at Port Moresby on the 18th - 22nd June 2018, 148 principals activated their online accounts and registered 348 patrons. These principals and patrons will now be able to support and monitor their students’ online applications in real-time through their respective online accounts. At this stage of the roll out of the NOSS and the NOAS, we will very much appreciate your kind assistance to ensure that your respective management committees approve the following input requirements of the NOSS to which your selectors will input: 1. Program Descriptions (less than 500 characters) 2. School Leavers Quota Details 3. (Entry) Requirements 4. Ranking (of Selection List) Furthermore, it is important that all input requirements stated are entered before the end of August 2018 as Grade 12 students via their own online interface, will have access to some of this data to assist them in making their decision. This process is also important as selectors will no longer meet at the end of the year, but rather enter all input requirements stated on the NOSS. Note that any HEI via respective selector’s accounts will be able to preview selection lists and may also still be able to make some final changes to entry requirements and selection lists (via local preference tool) after Grade 12 marks are received in December 2018 (subject to approval of your respective management committees).
