The Circular Letter is to inform higher education institutions (HEIs) that the Monitoring and Evaluation (M&E) team from the Department of Higher Education, Research, Science and Technology (DHERST) will be visiting your institution as part of their 2018 project evaluation exercise from June to August 2018. The purpose of the visit is to evaluate projects funded through the DHERST under the Public Investment Program (PIP) in 2017. The M&E team will meet with your project team. In the 2017 PIP Report to the Department of National Planning and Monitoring (DNPM), DHERST identified 11 projects that have been completed. The M&E exercise will assist in collecting information in relation to key objectives and outcomes achieved through the projects. This information is vital in communicating project achievements to the government and key stakeholders. Furthermore, in our efforts to improve project management and implementation in the higher education sector, the DHERST has introduced Project Templates to be used throughout the project implementation phases. The M&E team will also assist project officers in the HEIs to understand the importance of the project templates and to be able to use them at each phase of the project. The DHERST congratulates your institution for successfully implementing your projects which will contribute to improving access and quality in the sector. Please find attached is the Post Implementation Review template and project visit schedule. Could you please use the attached template as a guide. Some sections may be added, removed or redefined to meet your particular Institution circumstance. Example tables, diagrams and charts have been added (where suitable) to provide further guidance on how to complete each relevant section.
