Statistics
The Department for Higher Education, Research, Science and Technology (DHERST), under the Higher Education General Provisions Act 2014, is responsible for the formulating of evidence-based policy for the higher and technical education sector and thus the collecting of higher education data from key actors is essential to carry out this function.
Annually, the DHERST conducts the Annual Survey of Institutions of Higher Education (ASIHE) to collect data on enrolments, graduates and staffing. The DHERST also collects data on Grade 12 school leavers and the labour market to inform policy.

Secretary's Circulars
The Department of Higher Educations Research Science Technology DHERST is responsible for coordinating and facilitating services to post-secondary students, from tertiary level to university level, and the facilitation of all post-secondary higher education institutions (HEIs) as defined in the NEC decision: NG25 2017.
The Secretary's circulars is a document or letter that is sent out to all Higher Educations Institutions to update all institutions on the new policies and important government matters.
Secretary's Office
The Secretary of the Department of Higher Education, Research, Science & Technology, Papua New Guinea, reports to the Minister of Higher Education, Research, Science and Technology. The Secretary's main role is to provide strategic leadership and in doing so also provide effective and efficient corporate and support services to the Minister of Higher Education, Research, Science & Technology (HERST), the National Executive Council (NEC), Ministerial Committees, and the Department. These services are mandated under the Public Service Management and General Orders Act and administered through the executive divisions and is supported by four divisional wings to strengthen the operational links between the Department, and the Government of Papua New Guinea and its Higher Educations Sector. The executive team is committed to emphasize the regular high-level political contact within the Government as well as underpin the Minister’s and Secreatry's relationship with the Department.
